Sam

Sam is an interstellar trader.
He is one of the wealthier and better educated denizens of Rock,
and as a result, a bit more out of place than most.
His homeworld was near the edge of Federation territory,
and was inducted into the Federation while he was off-world.
Rather than enjoy the dubious benefits of Federation citizenship
he became a refugee and settled on Rock.
